WBCWRR Project Air Quality Assessment

Boral commissioned an independent air quality assessment for the West Burleigh Construction Waste and Resource Recovery Project (WBCWRR Project) to understand how operations might affect air quality in nearby communities.

  • Dispersion modelling was used to predict dust and odour levels under different operating conditions. 

  • The assessment was carried out in line with:  

  • Environmental Protection (Air) Policy (EPP-Air) 

  • National air quality goals 

  • Queensland Eco access Guideline: Odour Impact Assessment (2013) 

  • Nuisance dust criteria from AS3580.10.1 were also considered.

Activities Reviewed 

The assessment looked at all activities that could generate dust or odour during landfill and resource recovery operations, including: 

  • Handling and processing of non-putrescible construction waste 

  • Movement of materials on-site 

  • Stockpile management and truck movements

What Did It Find? 

The assessment shows that: 

  • With the management actions in the WBCWRR Site-Based Management Plan, the project will meet all air quality standards at surrounding residential areas. 

  • Predicted dust deposition rates and odour concentrations comply with nuisance dust criteria and Queensland odour guidelines. 

  • As a result, there is minimal risk of dust or odour impacts for nearby homes and other sensitive land uses.

Information Request Response findings 

The information requests received from Council and SARA have been considered.  The assessment confirms that conservative assumptions were used throughout the air quality modelling. With the proposed mitigation measures included in the design and the Site-Based Management Plan, the assessment demonstrates that the project will meet the relevant air quality criteria. This provides confidence that air quality impacts will remain well-managed and compliant throughout the life of the development.

The assessment confirms that the WBCWRR Project will operate within strict environmental guidelines. Air quality will remain safe, and odour impacts will be negligible, ensuring the project does not affect the comfort or health of surrounding residents.
