This development application combines two strategic infrastructure projects that will help the Gold Coast manage growth responsibly. It secures essential construction resources and strengthens the city’s waste management capacity, delivering solutions that are safe, practical, and environmentally sound.

We propose opening Key Resource Area 96 as part of the RCKRA Project. This will:
Ensure a steady supply of local materials
Deliver up to 1.2 million tonnes of quarry material each year for roads, housing, and infrastructure across the southern Gold Coast.
Reduce traffic and transport impacts
Avoid around 31,000 additional truck movements on the M1 every year by keeping material supply local.
Keep costs competitive
Lower transport costs and maintain a healthy, competitive market—helping keep housing and construction more affordable.
The WBCWRR Project focuses on responsible land rehabilitation and waste management. It will:
Rehabilitate the existing quarry void
Safely fill the site with non-putrescible construction waste—this means dry, non-smelly waste such as concrete, bricks, and similar materials, not household garbage. Using these materials creates a stable final landform and meets environmental requirements.
Reduce pressure on local landfills
Provide an alternative to the City’s shrinking landfill capacity, reducing the need to transport construction and demolition waste long distances.
Support government waste strategies
Align with Local and State Government strategies that promote improved recycling and stronger resource recovery outcomes.
Together, these projects provide an innovative and practical solution to the Gold Coast’s growth pressures. They secure the materials and infrastructure needed for the next 20–30 years, while reducing environmental impacts and strengthening the city’s waste management capacity.
